A Citizens Takeout Letter Just Hit Your Brevard Mailbox. You Have 45 Days, and Your Roof Sets the Price.

Citizens Property Insurance is shrinking fast. The state-run insurer reported 278,662 policies in force in late June 2026, down from a peak of 1.41 million in October 2023. More than 546,000 policies moved to private carriers through the depopulation program in 2025 alone, and regulators kept approving new takeout rounds through spring 2026.

If you are a Brevard homeowner still on a Citizens policy, the math says a takeout offer letter is more likely to reach you with every round. That letter is not junk mail. It starts a 45-day clock, and how you respond can change what you pay for years. Here is how the process works, and why the condition of your roof quietly decides most of it.

What a Takeout Letter Actually Is

Depopulation works like this: private insurers approved by the Florida Office of Insurance Regulation review Citizens' book of business and select the policies they want. Citizens then mails a Policyholder Choice letter to each selected homeowner. The packet lists every carrier that wants your policy, an estimated premium from each, and coverage comparison worksheets showing how each offer stacks up against your current Citizens policy.

Read those worksheets. The estimated premium is not the only variable. Deductibles, water damage terms, and coverage limits can differ from what Citizens gave you, and the comparison sheets are where those differences show up.

The 20 Percent Rule Decides Whether You Can Stay

This is the part most homeowners learn too late. Under Citizens' enabling statute (Florida Statutes 627.351(6)), if any private offer comes in at no more than 20 percent above Citizens' estimated renewal premium, you are no longer eligible to remain with Citizens. You must pick one of the private offers.

If every offer exceeds that 20 percent threshold, you keep the choice: accept an offer or opt to stay. Your letter states which situation you are in. Citizens publishes two versions, one for policyholders eligible to remain and one for those who are not.

The 45-Day Clock and the Default You Do Not Want

You have 45 days to register your choice. Miss the deadline and Citizens assigns your policy to the carrier that offered the lowest estimated premium. Lowest premium is not the same as best coverage. The auto-assigned carrier may carry a higher hurricane deductible or thinner water damage terms than a slightly pricier offer you would have picked yourself.

Respond on time, every time. Even when the outcome is forced by the 20 percent rule, choosing your carrier beats being assigned one.

Why Your Roof Sets the Private-Market Price

Private carriers cherry-pick from Citizens' book. What they select, and what they charge, tracks the risk on your roof. Three mechanics matter:

Roof age.Florida Statutes 627.7011 bars insurers from refusing to write or renew a policy solely because of roof age when the roof is under 15 years old. At 15 years or older, you are entitled to an inspection at your expense, and if it shows 5 or more years of useful life remaining, age alone still cannot disqualify you. A documented, younger, or recently serviced roof widens the pool of carriers willing to take your policy and sharpens their pricing.

Wind mitigation credits.Florida Statutes 627.0629 requires residential insurers to offer premium discounts for wind mitigation features: roof deck attachment, roof-to-wall connections, secondary water barrier, opening protection. Those credits transfer to your new carrier only if you hand them a current wind mitigation inspection report. No report, no credits, higher takeout premium.

Documentation.Permit records, repair invoices, and inspection reports are what an underwriter actually sees. A 12-year-old roof with no paper trail prices like a 20-year-old roof. If you followed our earlier posts on the 25% rule and permit history, this is the same principle: paperwork is money.

The Brevard Wrinkle

Statewide, Citizens' own 2026 rate filings pointed down on average, but the county-level data told a different story for Brevard: most Brevard policyholders were slated for recommended increases, not cuts. We broke that down in our early July post on Brevard's rate data.

That gap changes the takeout math here. When your Citizens renewal is trending up, a private offer within the 20 percent band is more likely to appear, and more likely to be a real improvement rather than a lateral move. Brevard homeowners should treat a takeout letter as leverage, not a nuisance.

What to Do the Week the Letter Arrives

  1. Confirm the deadline date printed on the letter and calendar it minus one week.

  2. Pull your roof paperwork: permit date, last repair invoice, most recent wind mitigation inspection. If your wind mitigation report is more than five years old, it has expired and needs redoing.

  3. Compare each offer's hurricane deductible and roof coverage terms against your current policy, not just the premium.

  4. If your roof is 15 or older, or your paperwork is thin, get a roof inspection before you commit. A documented 5-plus years of remaining life is a statutory shield with your new carrier.

  5. Register your choice online or through your agent before day 45.
